1.85 lakh voters deleted from Manipur, Sikkim electoral rolls after SIR

About 6.3% of voters in Manipur and 11.2% of voters in Sikkim have been deleted from the electoral rolls after the special intensive revision (SIR) exercise. The final photo electoral rolls were published in both northeastern States on Sunday (September 6, 2026).

Before the SIR exercise began, Manipur had 20,93,076 voters, and Sikkim had 4,71,081 voters. After the SIR, the names of 1.85 lakh voters — 1,32,456 in Manipur and 52,614 in Sikkim — were deleted from the rolls of the two States.

Manipur now has 19,60,620 eligible voters, while Sikkim has 4,18,467. Before and during the SIR exercise, Manipur’s Kuki-Zo groups expressed fears that community members displaced after the ethnic conflict erupted on May 3, 2023, would be deleted from the electoral rolls, though the government sought to dispel such apprehensions.

In Manipur, female voters (10,06,962) outnumber their male counterparts (9,53,350), recording a gender ratio of 1,056 females for every 1,000 male electors. The State has 308 third-gender electors. In a statement, the office of the Chief Electoral Officer (CEO) said the final photo electoral rolls were published in compliance with the instructions issued by the Election Commission of India.

The draft electoral roll published on July 5 had 19,34,399 electors. Altogether, 96,985 claims and objections filed during the claims and objections period were processed for the final roll. In addition, all forms received before July 5 were processed for final publication.

“A total of 56,871 electors have been included, and a total of 30,650 electors have been deleted from the draft electoral roll,” the statement said. The CEO’s office said it received 19,34,399 of the total enumeration forms generated for the electors.

Altogether, 1,58,677 electors whose enumeration forms were not received were excluded from the draft electoral roll. Of them, 72,473 were identified as shifted, 43,000 as deceased, 34,740 as absent, 7,394 as duplicate entries, and 1,070 under other categories.

The Sikkim CEO’s office in Gangtok said the State’s final electoral roll has 4,18,467 voters, after the deletion of 52,614 names. The draft electoral roll released in July had 4,33,294 electors, of whom 3,61,159 or 83.35% were successfully mapped with their own or parents’ electoral details from the previous qualifying roll or the last SIR.

The remaining 72,135 electors (16.65%) could not be mapped, an official statement said. Among the mapped electors, the Election Commission’s digital system identified 52,384 as having “logical discrepancies”. “A total of 1,24,519 electors, comprising those in the unmapped and logical discrepancy categories, were issued notices to appear for hearings and establish their eligibility.

Following hearings and verification, 16,485 electors were found ineligible,” the statement said. Another 324 electors were deleted through Form-7 on grounds including death or shifting from the address. The total number of electors deleted during the claims and objections process was 16,809.

A total of 1,982 electors were then added back to the final roll following claims and objections, bringing the total number of electors from the draft roll to 4,18,467. The final roll includes 2,12,534 male voters, 2,05,931 females, and two belonging to the third gender.
