Comprehensive News & Policy Report

With the Tamilaga Vettri Kazhagam (TVK)-led government preparing to launch the ‘Thai Maaman Thanga Mothiram Thittam’, Joyalukkas Group and Kalyan Jewellers, the two jewellers awarded the tender for the scheme, have begun dispatching consignments from their facilities.

Under the scheme, a one gram gold ring will be provided to newborn babies delivered at government hospitals in the state, whose parents are residents of Tamil Nadu. A sum of ₹560 crore was allocated in the Revised Budget Estimates for this scheme.

Work orders were issued to Joyalukkas and Kalyan Jewellers in a 70:30 ratio for the supply of one gram gold rings. “Shipping has commenced. The supply and dispatch process is being carried out in coordination with the State government and in accordance with the distribution and delivery mechanisms prescribed under the scheme,” Joy Alukkas, chairman and managing director of Joyalukkas Group, said.

“For the first of the four lots, Joyalukkas has been entrusted with the manufacture and supply of 89,955 rings,” he said. The rings are packed in a pouch specially designed exclusively for the project, with the ‘Thai Maaman Thanga Mothiram Thittam’ initiative clearly mentioned on the packaging.

The company said it had given particular attention in ensuring the packaging was secure. “The rings are being manufactured through our supplier network and packed at our two dedicated hubs in Chennai and Coimbatore. This enables us to manage quality control, security, and dispatch in a concentrated and systematic manner.” Joyalukkas Group had emerged as the lowest bidder (L1) by quoting a nominal ₹0.01 towards making charges, hallmarking, insurance, and transportation, excluding the cost of gold.

“We are supplying the required volume of 38,550 rings in planned lots. The ring consignment moves from our manufacturing unit to the head office for packaging before dispatch. Dispatches and deliveries are being managed in batches ahead of schedule to cover all 107 locations,” said T.S.

Kalyanaraman, managing director, Kalyan Jewellers. Responding to a query on how the deal would remain feasible amid fluctuations in gold prices, he said: “With fully integrated manufacturing, structured logistics coordination, and real-time order tracking, we are able to maintain tight operational control and stay on top of market movements.” According to Mr.

Alukkas, “From a commercial standpoint, the government pays for the gold at the prevailing market rate, while our responsibility covers the manufacture, hallmarking, secure packaging, and distribution of the rings.”
