Rural Development department officials want to know rationale behind appointment of IFS, IAS officers as project directors

Officials of Tamil Nadu's Rural Development and Panchayat Raj Department publicly objected to a recent administrative order that placed Indian Forest Service (IFS) officers in the role of project director within the District Rural Development Agency (DRDA), at the rank of Additional Collector (Development), for the districts of Kanniyakumari and Theni.

The order, issued in July, also designated Indian Administrative Service (IAS) officers for similar positions, prompting concerns among department cadres recruited through the Tamil Nadu Public Service Commission about stalled promotions. Employees who joined the Rural Development service seven to eight years ago argue that the presence of IFS and IAS officers in these posts creates an ad‑hoc posting environment and delays their expected career advancement. In response, the aggrieved officials have submitted petitions to senior authorities seeking relief.

The Rural Development and Panchayat Raj Department is tasked with implementing government welfare schemes in rural areas, including infrastructure projects such as bridges, roads, drinking water facilities, sanitation, and housing, as well as overseeing election work, census activities, grievance redressal, and gram sabha meetings. Department representatives contend that IFS officers, whose expertise lies primarily in forest and wildlife management, lack the necessary training for extensive public interaction required by these functions, whereas IAS officers are considered better suited. The dispute highlights broader concerns about bureaucratic alignment and the career prospects of state‑recruited officials.
