Telangana Assembly’s monsoon session LIVE Sept 12: Debate over Section 22A land issues to be taken up today

The sixth day of the Telangana Assembly’s monsoon session is set to feature a short discussion on “Issues related to Section 22A of the Registration Act” and a separate debate on “Effects of El Niño – Remedial Measures.” Legislative Affairs Minister D. Sridhar Babu, speaking on behalf of Chief Minister A. Revanth Reddy, introduced the Core Urban Region (Integrated Governance) Bill, 2026, while opposition leaders K.T. Rama Rao and T. Harish Rao of the Bharat Rashtra Samithi (BRS) pressed the house to address land‑owner distress.

According to the opposition, the list of prohibited properties under Section 22A has swelled from 16 lakh acres during the previous Congress administration to 1.16 crore acres under the current government. The draft CURE Bill attracted 4,107 online comments, leading to 70 amendments before its assembly presentation. The minister noted that Hyderabad’s population grew from 15 lakh in 1955 to 1.30 lakh in the present CURE jurisdiction, underscoring the need to update the 1955 Municipal Act for modern infrastructure, flood control, and digital governance.

Landowners in and around Hyderabad have staged protests, including a “Maha Dharna on Bhu Bharathi and Section 22A,” and BJP legislators walked out at the session’s start demanding the issue be placed on the agenda. The controversy centers on alleged irregularities in adding private and agricultural lands to the prohibited list, prompting calls for a High Court‑led judicial inquiry. The outcome of the debates could reshape land‑registration policies and affect thousands of residents across the state.
