The upcoming BRICS summit in Delhi will present a declaration that unites the eleven member nations on a firm stance against terrorism, pledges to reform international institutions, and reaffirms support for India’s aspiration to join the UN Security Council as a permanent member. The document, prepared by the BRICS Sherpas, reflects consensus on contentious issues such as the war in West Asia, opting for language that condemns violations of territorial integrity without naming specific states.

According to sources, the declaration will contain ten broad takeaways and is slated for adoption on September 12‑13. It includes a universal condemnation of terrorism, a people‑centric agenda for India’s chairmanship focusing on women, farmers and entrepreneurs, and a commitment to act as a stronger voice for the Global South. The Sherpas have agreed on a “humanity first” ethos, a pledge to share development experience, and a framework of over 50 tangible outcomes across resilience, innovation, cooperation and sustainability, supported by more than 400 meetings scheduled throughout the year.

The move underscores BRICS’s ambition to position itself as a development‑oriented bloc that bridges dialogue between diverse economies, especially as China and Russia push for a harder security edge. By highlighting India’s cultural heritage, home‑grown solutions and convening capacity, the declaration aims to amplify the priorities of the Global South in the emerging world order and strengthen multilateral cooperation beyond the G20 platform.
