‘Shouldn’t wait for Satya Niketan-like incident’: Gurgaon’s mushrooming PGs back under lens

The Haryana Human Rights Commission (HHRC) has taken suo motu cognisance of unregistered paying‑guest (PG) and guesthouse operations in Gurgaon, warning that unchecked growth could lead to another tragedy like the Satya Niketan collapse. Residents such as Sameer Puri of DLF Phase 3 and Kusum Sharma of Suncity township have voiced concerns that illegal PGs on residential plots pose a “total menace” and urged authorities to act before a disaster occurs.

A survey by the Haryana Shehri Vikas Pradhikaran (HSVP) listed 453 PGs and guesthouses operating in residential sectors, with 18 sealed in June for violations. Between June 18‑20 and July 3‑4, the Department of Town and Country Planning (DTCP) sealed 15 PGs covering 476 rooms and three guesthouses with 87 rooms in DLF Phase III. The action‑taken report dated March 24 noted that 121 establishments fell under Estate Officer‑I and 332 under Estate Officer‑II, both of whom issued show‑cause notices under Section 17(3) of the HSVP Act. Earlier enforcement was stalled by a stay from the Punjab and Haryana High Court in November 2025, which was narrowed on May 29 2026, allowing the sealing drives to proceed.

The crackdown follows the May 2024 collapse of a five‑storey student hostel in Delhi’s Satya Niketan that killed seven people, highlighting the safety risks of overcrowded, unapproved lodging. The HHRC panel, chaired by Justice Lalit Batra, warned that such illegal operations strain power, water and sanitation infrastructure, create traffic congestion, and lack essential safety clearances and emergency exits, endangering the right to life of students and working professionals. Residents fear similar outcomes in Gurgaon’s densely populated blocks where extra floors and unregistered PGs have proliferated.
